Objectives
of the Programme
The overall objective of
the programme is to assist in the reduction of regional discrepancies and to
develop local skills levels and capacities, thereby enabling a continuation of
activities after programme completion and to boost income levels. The EADP was
conceived to reflect the twin priorities of capacity building for the
implementation of regional programmes/projects and immediate action that will
contribute to the region's overall development. By complementing the regional
development plan, EADP will improve the economic and social conditions of the
people living in the provinces of Bitlis, Hakkari, Mus and Van, stimulate more
self-help initiates at local level, and thereby, reduce dependence on the
government.
The overall objective of
the Tourism and Environment Component is to promote sustainable Environmental
and Tourism development in the programme region by improving environmental
quality, cultural/historical heritage and income generating activities in the
tourism sector.
Priority
Issues of the Programme
The specific objectives
of the Tourism and Environment component are to improve environmental quality,
cultural and historical heritage and increase tourism income.
The
priority areas;
§
Environment: Projects focusing on
o
conserve and increasing bio-diversity,
o
improve treatment of various pollution and health hazards, improve
management of the environment,
o
increase environmental awareness.
§
Tourism: Projects focusing on
o
restoring/conserving various graveyards, monuments, artefacts,
mosques, churches and other historical and natural values or scenery and
landscape,
o
improving accessibility to and arrangement of the surroundings of
graveyards, monuments, artefacts, mosques, churches and other historical and
natural values,
o
increasing tourism demand and supply,
o
improving tourism sector analysis and database or supporting
regional tourism brand,
o
improve business and other skills in tourism and environment sector.
Types
of Actions
This grant scheme is
restricted to projects directly related to the Tourism and Environment sector.
However, projects or proposals that are primarily linked to Tourism or
Environment and demonstrate cross sectoral activities such as reforestation to
alleviate soil erosion, improve handicrafts as an income generating activity
etc. should involve compliance with the objectives of other components
(Agriculture, SMEs and Social).
In order to qualify
for grant support, proposals must conform to the goals and objectives of the
EADP. A range of activities that
conform to the objectives and which clarify the type of projects that the EADP
wish to promote are given in the table below.
They are by way of example only and are not limited to these activities
provided that the applicants demonstrate that the proposal meets the component
objectives.

Duration:
The
duration of an action shall not exceed 18
months.
Location:
Actions must take place in Turkey in one or more of the following
targeted provinces:
Bitlis, Hakkari, Muş , Van

In order to be eligible for a
grant, applicants must:
§
be non-profit-making legal persons, or;
§
be Non-Governmental Organisations,
or
§
Local Authorities (Special Provincial Administrations,
municipalities, village administrations) and their Unions (village
service unions, etc.), or;
§
Universities; or
§
Provincial Directorates, etc.
National and international
organisations are eligible as long as all project activities are
implemented in the programme region and they are registered in one of
the eligible countries/states.
