Objectives
of the Programme
The overall objectives
of the Agriculture and Rural Development component is to contribute towards
improving rural people and organisations capacity (skills and knowledge), and
increasing the income of farmers, rural communities, and agricultural/rural
organisations in the programme area.

Issues of the Programme
Bu Teklif Çağrısının
öncelikli konuları arasında, tarımsal/kırsal sektörün mali performansının,
sosyal ve çevresel koşullarının iyileştirilmesine katkıda bulunacak
projelerin desteklenmesi yer almaktadır. Sunulacak projeler kapasite oluşturmalı,
mevcut sorunlara çözüm getirmeli ve/veya kırsal bölgelerde yaşayan kişilerin
ekonomik, sosyal ve çevresel sürdürülebilirliğe ulaşmalarının önündeki
engellerin aşılmasına yönelik fırsatlar yaratmalıdır.
Projeler bir gereksinimi karşılamayı veya kırsal alanda ekonomik
kapasiteyi artırmak amacı ile kaynakların sürdürülebilir bir şekilde
kullanımına yönelik mevcut kapasiteyi güçlendirmeyi ve çevresel ve sosyal
sürdürülebilirliği geliştirmeyi amaçlamalıdır.
The specific objectives
of the component are to develop projects and activities in the areas of:
§
Improving farmer (men and women) agricultural practices, skills and
knowledge.
§
Increasing agricultural productivity, livestock/crop quality and
yields.
§
Improving livelihood diversification through new income generation
activities.
§
Improving livestock and grazing land husbandry and management.
§
Increasing environmental awareness, and improved rural natural
resources management.
The priority issues of
this Call for proposals are to support projects that will contribute to
improving the financial performance, and social and environmental conditions of
the agricultural/rural sector. Projects should build capacity, solve problems,
and/or create opportunities to overcome barriers to economic, social, and
environmental sustainability identified by rural people. Projects should seek to
address a need, or to build upon current strengths in the sustainable use of
resources, so as to improve economic viability in the rural sector, and enhance
environmental and social sustainability.
Type of Activities
To meet the overall and
specific objectives of the component, this Call for proposals is inviting
applicants to submit projects that will address one or more of the following
eight project sectors:

Capacity
Building Projects
These activities should aim to build the
capacity of farmers, rural communities or organisations representing the
agricultural/livestock sector especially in the field of sustainable
development.
Capacity Building activities include:
§
Training (in agriculture and livestock farming practices, marketing
of produce, etc.)
§
Development of institutional or organisational capacity,
strengthening collective working
§
Provision of information and consultancy
support
§
Dissemination of best practice
§
Demonstration activities (see note below)
§
Generic marketing of regional produce (i.e. does not include
marketing of individual products)
Investment
Projects
Investment project is where the project
activities include the procurement of material goods as investments within a
project proposal. Investment activities may include:
§
Ruminant livestock
§
Equipment, machinery, tools, and furniture
§
Building refurbishment or extension
§
Greenhouses
§
Infrastructure items such as irrigation equipment and water pipes
§
Field drainage material
§
Seeds, saplings, fertiliser, and other crop items
§
Fencing material and gates
§
Veterinary products, forage, and other livestock items.
Duration:
The
duration of an action shall not exceed 18
months.

must take place in Turkey in one or more of the following targeted provinces: Bitlis, Hakkari, Muş, Van

In order to be eligible for a grant, applicants
must:
§
be primary agricultural producers registered
with a Ministry of Agriculture and Rural Affairs (MARA) Farm
Registration Number. Primary agricultural producers are not eligible
individually, but as a Farmer Group. A farmer group for the purpose of
this Call for proposals are defined as 10 or more farmers, with each
individual farmer in the group with a different MARA Farm Registration
Number, with existing and operational agricultural enterprises, and
who collaborate to achieve shared aims, or
§
Non-profit making legal persons include:
·
Non-governmental organisations; or
·
Local authorities (municipalities, special
provincial administrations, village administrations (muhtarships) and
their unions; or
·
Labour unions, public servants’ unions,
employer unions and confederations of these unions: chambers of
industry, commerce, agriculture and similar professional chambers and
associations; foundations; or
·
Universities; or
·
Non-profit making training institutions,
vocational schools; or
·
Non-profit SMEs including
agricultural cooperatives and rural service unions.
In order to be eligible for grant, both Farmer
group and non-profit legal persons must also meet the conditions that
are set out below:
§
must be registered/established and/or carrying
out operations within the programme area (in Bitlis, or Hakkari, or
Mus, or Van).
§
be directly responsible for the preparation and
management of the project, not acting as an intermediary.
§
be experienced and have capacity to manage and
implement the project corresponding the size of the project for which
the grant is requested.
§
For the operating start-up (newly established)
not for profit making legal persons, including the Non-profit SMEs
excluding government entities, they have to prove that their
organisations/companies are established; for farmer groups each
individual farmer have to prove that their MARA registration date is
at least three months prior to the deadline for submission of
proposals.
for the purpose of the
Call for proposals non-profit SMEs should demonstrate that their own
operations are strictly non-profit making, by providing a provision in
the Company Status which prohibits distribution of the profit to the
shareholders. Or alternatively the company should demonstrate with an
audit report covering the last three years (for newly established
non-profit SMEs the latest available financial data) that profit has
never been distributed to the shareholders and the Board of Directors
should declare that profit will not be distributed to shareholders in
the future (next 5 years). These commitments will be inserted into the
eventual grant contract
